nhs management consultants

According to Mirror News, the NHS spends £350 million each year on management consultants.
almost 80 per cent of the management consultants' work has nothing to do with patient care
Does this mean that NHS managers are not up to the job? Are they paid extravagant salaries for being so incompetent that they need to engage consultants to tell them how to do their jobs?

It certainly can't be due to there being too few of them. Whenever I have visited a hospital, there always appears to be more 'suits' wandering around than doctors or nurses.
